Infection Control Specialist/Infection Preventionist

I.        Introduction:

Doctors Without Borders/Médecins Sans Frontières (MSF) is an international non-profit humanitarian organization whose mission is to provide aid to people threatened by violence, neglect, or catastrophe, primarily due to armed conflict, epidemics, malnutrition, exclusion from health care, or natural disasters. We provide independent, impartial assistance to those most in need and we also speak out publicly to bring attention to neglected crises, challenge inadequacies or abuse of the aid system, and advocate for improved medical treatments and protocols.  MSF currently operates activities in 35 countries with a wide spectrum of programs. The Medical Project Unit in MSF New York is part of the Medical Department of Operational Center – Paris (OCP) and provides technical support for: Tropical Medicine, Infectious Diseases (including antimicrobial resistance (AMR), medical quality, and medical article writing and publication.

 

II.      Purpose of the Job:

MSF and in particular OCP, is committed to providing hospital-based secondary and tertiary care to those ill and injured across the range of the organization’s mission contexts.  Surgical programs are a major component of our hospital activity, and MSF OCP leads the MSF movement in the number of surgical acts performed annually.  In our projects in Africa, the Middle East, and the Caribbean, MSF performs life- and function-saving surgery for war- and accident-trauma, including those with open and closed fractures, full-thickness burns, and thoraco-abdominal injuries.

 

Infections of soft-tissue, bone, and bloodstream acquired either prior to hospitalization or in-hospital are a major challenge to the successful outcome for these patients, particularly considering the global problem of anti-microbial resistance. Indeed, as microbiologic and epidemiologic data accrues for MSF and others, it is increasingly clear that drug resistant bacterial infections pose as much a threat in resource-poor settings as they do in more affluent societies.  In recognition, MSF has made antibiotic resistance (ABR) a focus of operations, policy, and advocacy.  The MSF OCP medical department has created a multi-disciplinary team to address ABR in its operations, including an infectious disease specialist and a microbiologist.  In 2015, MSF OCP finalized its ABR roadmap (a model for MSF as a whole) which focuses on 3 pillars: antibiotic stewardship, infection control, and the microbiologic identification of the etiology and drug-resistance patterns of the principle life-threatening infections encountered in our patient populations.  In 2017, the ABR team will be based primarily in New York and an Infection Control Specialist (this role) will be added to provide expert support.

 

III.    Essential Functions and Responsibilities

·         Within the ABR OCP roadmap goals, the infection control specialist will establish a framework for the policies and procedures of hospital-based infection prevention and control (IPC), focusing initially on hospital care.

·         The incumbent will be responsible for issues relating to IPC, including sterilization (quality of materials used by MSF, definition of standards, procedures and implementation) and the selection, procurement and use of material for it (hygiene and sterilization products, medical equipment)

·         In collaboration with other medical department referents: review and update current MSF OCP IPC policies and recommended practices, adapted to the context and specific activities of our hospital-based projects. This will include: minimum standards required of all hospital structures, which may include everything from ward layout, cohorting of patients, wound care practices, hand hygiene, barrier practices, hospital environment sources of pathogenic bacteria, etc. 

·         Mapping of IPC in our projects and evaluation of IPC needs

·         Make regular field visits to implement and evaluate performance of hospital IPC activities, sterilization and hygiene practices including working with hospital managers and operations to evaluate isolation/contact precautions capacity in existing and planned hospital structures that have microbiology capacity for IPC of patients with MDR pathogens.

·         Work with surgeons, infectious disease specialist, the pharma team and others to develop standard case definition for hospital-acquired tissue infections. 

·         Work with the medical department ABR team to define the roles and responsibilities and training needs of personnel to establish, monitor, and reinforce basic infection control practices appropriate for all MSF OCP hospital structures as well as in specialized hospitals, contribute to the description and function of a multi-disciplinary hospital “ABR team” that coordinates and collaborates on microbiologic identification of antibiotic resistant organisms and antibiotic stewardship personnel to promote appropriate use of antibiotics.  In addition, contribute to training materials for infection and ABR control adapted to OCP hospital levels and activities.  

·         Briefings and debriefings of expatriates going and coming from relevant missions

·         Respond to field queries about questions on hygiene sterilization, IPC including identification and control of hospital outbreaks of ABR.

·         Participation in the activities of the medical department:

Preparation of the annual plan,

Participation in training,

Support to the HR department for the validation of CVs, volunteer   placements in its area of ​​competence

·         Contribute to formulation of operational research questions relevant to IPC, including systematic review of nosocomial infections in resource-limited settings.

Collaborate with IPC-relevant partners, both within MSF including intersectionally and external to MSF regarding IPC in resource-limited settings (implementation, monitoring, evaluation).  In relationship with MSF-USA:

  • Collaborate with the different departments in the NY office (programs, communications, fundraising, field HR, Access Campaign)
  • Participate in different MSF-USA activities: general assembly, info days, webinars, etc.
  • Represent MSF at different conferences, meetings with academia and other NGOs.

IV.   Qualifications:

 

Required:

·         Medical Doctor, RB, BSN or advanced degree, with formal Infection Control training

·         At least two years’ experience as an Infection Preventionist in an acute care setting or equivalent combination of education and experience.

·         Knowledge of infection prevention control practices and processes.

·         Previous work in or knowledge of the developing country context and understanding of its challenges

·         Ability to work as a team member and interact with broad spectrum of healthcare personnel.

·         Excellent written and verbal communication skills.

·         Strong computer and data entry skills, especially in Microsoft Word, PowerPoint, and Excel.

·         Skilled in organizational behavior and group dynamics.

·         Independent, able to write clearly and succinctly, ready to collaborate as a team.

·         English language fluency required;

·         Ability to travel, spending up to 30-40% time in Paris operational center headquarters and field visits.

 

Preferred:

·         Experience working in the field with MSF or a similar humanitarian organization.

Health Informatics/Data Specialist

JOB PURPOSE

The formed eHealth Unit has the mandate to promote and advance secure, efficient, and effective use of health information from MSF operational activities, contribute to quality of care information utilization, and help to inform future health information technology initiatives. The Unit supports the ability to capitalize on available information to make appropriate and timely clinical and management decisions, and rationalize reporting requirements by refining how data is gathered, used and shared. The Units work spans the entire development lifecycle from analysis of needs to deployment and long-term use of those systems and applications. The Unit has the responsibility to look to the future and further develop its information management capacity and systems, including better incorporation of the use of new technologies, to facilitate informed decision-making to adapt its humanitarian response to constantly changing situations.

OPPORTUNITY

The eHealth Unit team members are based in Paris, New York or in field missions and transverse between the operations, medical and IT departments. The Unit currently has four core pillars, Health Management Information System (HMIS), Electronic Medical Records (EMRs), Strategic Information and New Technologies.  The Health Informatics/Data Specialist functions as a core member of the eHealth team, working across the Unit pillars as well as with significant engagement with the Medical and Operations department based in Paris, New York, Sydney, Tokyo and Dubai. S/he will be functionally under the eHealth Unit Director in New York.

We are looking for an experience and dynamic individual for the position of Health Informatics/Data Specialist.  The candidate must have a strong background data modeling, information management and knowledge of public health or medical informatics. This position will require strong collaboration medical and operational subject matter experts to define and develop medical information requirements for our HMIS and EMR platforms.

The Health Informatics/ Data Specialist will be responsible for the maintenance and updating of the medical data configuration (data model), maintain data integrity, SOPs for data management and calculations of core indicators and reporting for users throughout the Unit systems. Additionally, s/he will be responsible for creating and maintaining a concept dictionary and form bank for the use of EMRs.

 

MAIN DUTIES AND RESPONSIBILITIES

HMIS and EMR Content Management

●        Gather and analyze data requirements with respective subject experts in Medical and Operations Department

●        Develop guidelines, policies, and best practices to ensure the highest quality, accuracy, and appropriateness for all medical content and streamlining of reports

●        Manage content updates, corrections or change requests based on defined SOPs and per a versioning system

●        Contribute to training field implementation teams, in collaboration with the Knowledge Management and Learning Coordinator, on standard content and configuration of project specific content

●        Provide support to HQ learners around content structure and uses

 

Internal and external collaboration

●        Active engagement with medical experts within OCP’s medical department discussing the structure and content of the data model (individual medical indicators, data collection forms etc.).

●        MSF intersectional HIS platform: Teams from other MSF operational centres (5 in total) for information exchange as well as alignment of the data model’s structure and harmonization of content where applicable

WORKING CONDITIONS, TRAVEL AND ENVIRONMENT

The duties of the job require regular attendance 5 days/week for a minimum of 35 hours.  Must be available to work before 9:00 am, after 5:00 pm or on weekends, as required.

Whereas position is based in New York, prospective candidate must be able to travel as required (minimum 30% - 40%) for standard domestic and international business travel as well as to MSF field projects in the developing world.  While performing the duties of this job in the field, the employee may be exposed to precarious settings under high security and/or very basic living conditions and outside weather conditions, as well as to infectious diseases.

When medical assistance is not enough to save lives, MSF will speak out on the plight of populations its teams witness while providing medical relief.

 

The Marketing Director, under the leadership of the Director of Development, supervises a team of program managers to plan, implement, and analyze results of multi-channel direct response and brand marketing efforts, including donor acquisition, renewal, re-activation and cultivation campaigns, and donor services, to deliver budgeted revenue and increase awareness of MSF’s activities, concerns, expertise and values. The Marketing team raises annually $170 million, which represents currently 45% of the total revenue, with an average annual growth rate of roughly 10%.

 

Currently, the Marketing Director directly leads nine marketing unit managers, and works in close collaboration with Major Gifts, Planned Giving, Foundations, Corporations, and the MSF-USA Communications Department. As a member of the 6-person Development Management Team, this position plays a critical role in formulating and administering Development Department strategies, policies and systems.

 

Main responsibilities of the position

 

Develops−under the guidance of, and in collaboration with, the Director of Development−over-arching strategies for the Marketing unit, and leads a collaborative process with the marketing team to create and implement complex cross-channel annual marketing plans corresponding to those strategies.

 

Prepares and administers a detailed Marketing expense budget of over $23MM.

 

Manages a Marketing Team of 15 FTE’s plus multiple temps, interns and volunteers, overseeing team units who produce direct mail, telemarketing, digital advertising, email, website and online donation form development, monthly giving and mid-level giving programs, fundraising events, and donor services.

II.                  POSITION BACKGROUND

MSF is embarking on a global HRIS project of design, development and integration of HR systems and processes across 24 MSF recruitment offices. This project is called Symphony.

In the preliminary phase of the project, a feasibility study was carried out, functional and technical requirements defined and a HRIS solution identified. The project is now entering the implementation phase aiming at realizing the solution with SAP HCM / E Recruitment and deploying it in the 24 MSF offices and is enlarging the project team to carry out this international project.

This is an exciting and challenging position within a stimulating environment in a major international organization. The role will be supported in all its tasks by the Program team members.

III.                PLACE IN THE ORGANISATION

Inside the MSF International Office, you will be a member of the Symphony Program Team and you will report directly to the Symphony Deputy Program Manager. You will actively interact with all MSF HR and IT actors in all sections.

IV.                OBJECTIVE

The objective of the position is to serve as local roll out project manager and expert resource to manage the successful deployment of the HRIS solution in the region on time and budget.

I.                    Key areas of responsibilities:

  • Implement and follow the local roll out governance and local team. Coordinate and lead the local steering committee.
  • Follow the local roll out planning and ensure that all key milestones and deliverables related to the roll out are achieved in close relations with the Symphony Program team members (Fit Gap analysis/Testing/ Training/Technical Assessment /Local Integration / Data Migration / Roll back plan / Go live plan / Onsite Support strategy).
  • Support in the harmonization of the local HR process including HR data governance.
  • Be responsible for the follow up and resolution of local management issue, risk mitigation and management and reporting process for the country roll out.
  • Manage overall the local communication and change management plan with stakeholders and end users.
  • Be the main liaison point for software integrator on all phases of rollout.
  • Build local roll out methodology, which should be replicated with minimal adaptation. The methodology for roll out will be fined tuned during the first two pilots that are launched in 2017 and will then be standardized to be implemented locally by the roll out manager.

MSF is embarking on a global SAP HRIS project of design, development and integration of HR systems and processes across 24 MSF recruitment offices. This program is called Symphony.

In the preliminary phase of the project, a feasibility study was carried out, functional and technical requirements defined and a HRIS solution identified. The project is now in the implementation phase aiming at realizing the solution with SAP HCM / e-rec and deploying it in the MSF offices and is enlarging the project team to carry out this international project.

Working in the Technical stream within the Data conversion team, the Data Conversion Analyst will be responsible to define the process of data conversion from the existing local legacy system to Symphony (SAP HR) supporting the roll out across the assigned MSF offices in full compliance with requirements and reviewed processes. The Data Conversion Analyst will be responsible for defining the data conversion mapping rules and will work together with the local IT and HR departments to support them in the data conversion process.

III.                PLACE IN THE ORGANISATION

Inside the MSF International Office the Data Conversion Analyst is a member of the Symphony Program Team and will report directly to the Data Migration Manager. He/she will be responsible for all data conversion aspects of the assigned sections within the project. 

I.                    OBJECTIVES OF THE POSITION

Being a member of the Symphony Data Conversion team the Data Conversion Analyst will focus on supporting the delivery of the data migration from the existing Legacy systems to SAP HCM and e-Rec. The Data Conversion Analyst will help MSF by analyzing the local data landscape, identify the needed data and support the local migration process.

Data conversion: support the global template and global / local info types design.

Define the needed procedure to migrate data, follow the defined Generate-Aggregate-Build process for data mapping and ensure the high standard of the information provided by sections.
Support the data cleansing process and constantly look for possible improvements.

Define the migration timeline with local resources and the agreed project deadlines.
Work closely with the Data manager and proactively inform on possible risks and solutions.

People Management: Able to deal with a homogeneous group of Local IT and HR offices with very different service structures. Build strong relationship with local team and be a recognized as a trusted and knowledgeable resource within the organization; be a champion for data conversion in the Symphony team.

II.                  MAIN TASKS

Key areas of responsibilities:

  • Manage a data migration effort and work stream the processes
  • Accountable for MSF data migration deliverables on projects
  • Agree data migration scope, and define local data migration approach
  • Understand and simplify complex HR business data and conversion rules
  • Problem solve errors in databases and migration tool
  • Create large import/export functionality between different systems
  • Responsible for the data migration delivery through the entire project life cycle and for the end-to-end migration process (cleanse, extract, transform, load, reconcile)

III.                REQUIREMENTS

Qualifications and work experience

  • 2+ years SAP HR experience and data management with at least 1 full cycle implementation in a multinational project
  • Flexibility and willingness to travel up to 40% of the time
  • Proven knowledge of Data Privacy regulations, i.e. Privacy Shield and GDPR
  • Data protection best practices, training and certifications in data audit (SSAE 16-18, ISAE 3402, ISO 27001) are a strong plus
  • Proven expertise in SAP data migration via LSMW or similar methods
  • Work autonomously and able to meet deadlines

Technical and personal requirements

Inside the MSF International Office you will report to the Maintenance and Infrastructure Coordinator within the Symphony Program Team, you will be based in New York. You will need to actively interact with all MSF HR and IT actors in all sections within your region.

The selected global HRIS platform is SAP HR/HCM with e-Rec. Given the high level of data sensitivity and the complexity of MSF organization, the SAP security officer is a key success factor both in the implementation phase as well as in the future maintenance of the system and therefore requires a full time position within the team.

V.                 MAIN TASKS

SAP User Administration:

  • Works with local HR manager to ensure the users have the proper roles assigned and can perform their tasks, update and maintain users’ authorizations in accordance with new business needs.
  • Monitor user accesses, performs audit checks, immediately terminate accesses when they no more necessary

Monitoring Tasks.

  • Routinely check scheduled SAP jobs and interfaces
  • Support the SFTP and IPSEC connection set up
  • Check active users list, request HR regular updates of the list

Background Administration

  • Test new roles and users authorizations
  • Support local IT for new user sap GUI and tools installations (ie Printer).

I.                    REQUIREMENTS

We are looking for a motivated, co-operative and SAP security consultant who is well acquainted with SAP HR / HCM and eager to jump in to the new role.

The candidate will have with at least three years of SAP Admin experience in large organizations and exposure to SAP users’ audits and maintenance; SAP certification, and IPSEC experience are a plus.

Strong written and verbal communication in English, any other language is appreciated, coupled with a genuine interest in, understanding of, and commitment to the humanitarian principles and challenges of MSF.

Demonstrated teamwork collaboration in a professional setting.

Strong work ethic coupled with strong analytical and problem solving skills, demonstrated history of successful SAP project implementation within large and complex companies. Willingness to travel (20%) to meet MSF internal client needs.

The SAP Trainer will be part of a collaborative team, based in diverse MSF offices in the world, and will be working in a cross-cultural environment. 

III.                PLACE IN THE ORGANISATION

Inside the MSF International Office the SAP Trainer will be a member of the Symphony Program Team and will report directly to the Training Manager. S/he will need to actively interact with MSF end users and managers in all MSF sections.

IV.                OBJECTIVES OF THE POSITION

Being a key member of our Symphony project team, the SAP Trainer will focus on delivering, in a structured way, SAP/HR training to staff in all MSF sections. 

Main Responsibilities:

The main objective of SAP/HR trainer is to enable the end users to adopt the new SAP/HR system through the:

  • Development of training documentation, visual aids, and other educational materials.
  • Adaptation of the training materials to sessions of varying lengths and audiences of various sizes and that possess varying skill sets.
  • Development of an assessment process to measure training manager needs / results pre and post training delivery.
  • Delivery of customized training courses to end users
  • Assurance of adherence to standards, templates and documentation set for training materials
  • Connection and detection of training needs/gaps to new developments or improvements on the Global/Local HR processes in scope for Symphony program within MSF
  • Participates in meetings or workshops and communicates confidently in front of an audience

I.                    PROFILE REQUIREMENTS

Qualifications and work experience

  • Proven experience on a similar training position for at least 2-3 years
  • Degree-level qualification or equivalent in a relevant discipline
  • A training qualification and evidence of SAP Solutions qualifications is highly desired
  • Train the trainer or other training delivery related qualification
  • Working experience in a Global HR-IT Global Program
  • Experience of training/testing applications and tools (TTS)
  • Experience in all the steps within the Training Cycle, from training needs assessment and training planning for technical training delivery, to post-training evaluation/assessments
  • Competent in all Microsoft office products
  • Speaks and writes coherently and fluent in English

Other requirements

  • A good knowledge of MSF HR working environment would be a plus
  • Understanding of end to end Human Resources processes in a decentralized government environment
  • Understanding of software development cycle and deployment of a global ERP system
  • Excellent explanation and communication skills
  • Ability  to work with a large variety of people, working at various organisation levels and across different time zones (APAC, EMEA, AMERICAS)
  • Ability to work in a collaborative team and support/provide input to the rest of Functional Team teams members (testing and functional support) from a service oriented attitude
