For the last several years, MSF has been reorienting work in Chad from supporting health districts to focusing on more specialized programs (such as surgical training). Nevertheless, MSF remains ready to respond to emergencies: one of the few aid agencies on the ground when war in neighboring Central African Republic pushed thousands of people to seek refuge in Chad beginning in November 2002, MSF responded by establishing temporary refugee camps and providing medical assistance to both refugees and the overburdened Chadian communities who sought to welcome them. Assistance was ongoing as of July 2003. MSF continues to respond to epidemics in Chad, particularly cholera, measles and meningitis.
