Deputy Desk Manager


I.                   Purpose of the Job:


The New York Desk is part of the OCP Operational Partnership under the responsibility of the Operations Director in Paris.  The NY Desk has been functional since January 2004 and currently manages programs in South Sudan, Sudan (from South Sudan), Ethiopia and Chad. Liberia will be added to the portfolio in the next months.

Under the general direction of the Desk Manager, the Deputy contributes his/her operational expertise to the analysis and monitoring of intervention needs and implements, evaluates and provides management oversight for programs in assigned countries that provide medical and humanitarian assistance to vulnerable populations. S/he helps to ensure that program goals are met in accordance with MSF’s ethical code and operational principles, while safeguarding MSF’s independence of action and analysis.

As a member of the Operations Department, the Deputy Desk Manager contributes to the development of the operational plan and policy of the “MSF-France, USA, Japan and Australia partnership” and contributes significantly to the development of the operational objectives of the programs for which s/he is responsible. S/he actively participates in the appropriate sharing of information within the partnership and the MSF network and in the development and dissemination of appropriate advocacy messages based on operational needs and concerns. S/he works closely with the Desk Manager to organize and supervise the work of professional staff forming part of the Desk Team to ensure program quality and appropriate management of financial and human resources.


II.                Essential Functions and Responsibilities:

  • Participates in debates and decision-making processes concerning the operational plan for the organization within the Operations department
  • Participates in the ongoing annual cycle of operational planning and monitoring
  • Is a key contributor to the development of the operational plan for the NY Desk, analyzing the needs of the desk countries and developing intervention proposals for peer review in Operations.

At the desk level:

·         Manages Desk Team in the absence of the Desk Manager in order to manage and coordinate the programs.

·         Provides specific support to desk members according to background and experience.

·         Oversees internal and external communications in the absence of the Desk Manager

o   Ensures appropriate and adequate circulation of information between the field and headquarters.

o   Contributes to the selection, development and implementation of advocacy issues pertaining to assigned countries

o   Authorizes media opportunities, media coverage to respond to, visits from MSF staff, journalists or others to field projects.

·         Taps into MSF-USA support for NY Desk programs, participates in maintaining a close collaboration especially with the advocacy unit, medical department, communication department and field HR department.

·         Presents at Info Days and MSF trainings within OCP.

·         Participates in the Management Team of MSF USA, boards and the staff meetings, in the absence of the Desk Manager.

At the field level:

·         Supervises the set-up of programs in conjunction with the Desk Manager.

·         Monitors the contexts of Desk countries with a view to a permanent adaptation of these programs, particularly concerning medical issues.

·         Monitors programs on an on-going basis, analyzing activities, costs, and operations to determine progress toward stated goals and objectives.

·         Evaluates programs periodically for quality and effectiveness, particularly from a medical point of view in coordination with the Desk medical referent.  Recommends re-direction and/or closures, as needed.

·         Oversees the management of the Country Coordination teams in conjunction with the Desk Manager

o   Provides oversight and support to the Heads of Mission, Medical Coordinators and their field coordination teams

o   Ensures that the Country Coordination team carries out appropriate and effective HR management; makes decisions on team management issues if necessary.  

·         Works closely with the Desk Manager to oversee financial management, monitor spending, conduct quarterly budget reviews, analyze budget discrepancies with Heads of Mission and ensure that budget restrictions are observed.

·         Conducts briefings/debriefings for departing/returning volunteers and referents on project, security, health issues and objectives when possible.


  • Informs, raises awareness and develops knowledge among MSF-USA of field programs, operational concerns, humanitarian principles and values, and medical and operational topics through regular staff briefings, presentations and other means.
  • Provides field expertise and support to all other departments of MSF-USA, particularly Communications for public communications and publications with program content (website, press-releases, email newsletter, Alert, Annual Plan, etc) and Development for marketing and donor materials with program content.


III.             Qualifications:


  • MSF field experience, including:
    • Minimum of 2 years in position of Head of Mission or Medical coordination;
    • Exposure to highly political environments and humanitarian crises;
    • Hands-on experience with MSF principles of temoignage;
    • Experience in emergency contexts strongly preferred.

·         Demonstrated leadership and management skills.

·         Proven and demonstrated analytical and political skills; excellent judgment and diplomacy.

·         Strong interpersonal and written and oral communications skills in English and French. Other languages an asset.

·         Ability to synthesize complex and sensitive material, and communicate it effectively to others.

·         Ability to travel extensively (30%) within the United States and to Europe and/or to serve in the field for several weeks at a time.

The position will anticipate field vacancies, review existing staff and field volunteers, and may hire junior staff for field missions.  The position will participate in regular meetings with the desk to exchange information and provide ongoing HR support and problem solution. The position will also be responsible for ensuring job descriptions are in place for each post and that performance procedures and end of mission evaluations are conducted by the program managers. 20% international travel required.

Director of Communications (MSF-USA)

  1. Purpose of the Job:


Under the general direction of the Executive Director, plans, coordinates and directs communication strategies, activities and staff-members engaged in developing messages and materials designed to inform both US and international English-speaking  audiences  of MSF, its field activities and the humanitarian principles that underpin them; to raise awareness about  the plight of the populations we serve; to promote public communication aimed at exposing and describing the field reality, including dilemmas and challenges; and to garner public understanding for our advocacy messages related to field operational concerns and the Access Campaign, via the media, print and digital channels , public awareness and advocacy campaigns, conferences, etc. Guides the communications efforts of all MSF USA in developing a coherent voice and delivering clear public messages, whether in fundraising materials or advocacy campaigns.


As a member of the Management Team, the Communications Director participates in developing collective decisions, and setting priorities for MSF USA given resource constraints, approving internal policies and making collective recommendations to the Board of Directors, especially through the Annual Plan. Through the Management Team, direct communication with other Departments, and participation on other cross-departmental teams, as needed, the Director integrates the activities of the Communications Department with the rest of the office.


Through intensive interaction with the Operational Centers, the field teams, and the Access Campaign, the Communications Director participates in defining and carrying out MSF’s communication strategies and activities. The Communications Director works with other the Directors of Communications of the OCP Partnership (currently MSF-France, MSF-Japan,and MSF-Australia) to ensure the implementation of the OCP Strategic Orientations. When a member of the international Communications Directors meeting participates in formulating and administering organization-wide communication strategies and messages. .


  1. Essential Functions and Responsibilities:




Leads and oversees the development and implementation of US efforts to increase awareness of MSF’s activities, accomplishments, and concerns, expertise and values through the media, speaking events, internal print and digital publications via the following areas of activity.


Communications Support to Field Operations and Advocacy


Collaborates closely with the Humanitarian Representation and Advocacy Unit  to design and carry out communications strategies and activities aimed at garnering public understanding of MSF’s field activities, operational concerns and advocacy messages.


Collaborates closely with the US Access Campaign, the Access Campaign team in Geneva and the field to design and carry out communications strategies and activities aimed at garnering public understanding and support of the Access Campaign’s advocacy messages.


Constantly monitors medical operational developments , and supports the formulation of advocacy messages and approaches as issues arise.  Directs the implementation of the approaches as they pertain to the activities of the Communications Department.


Works with the OCP Communications Director to ensure the effective and timely implementation of the OCP Strategic Orientations for Publications Communications.


Participates in defining communication strategies and policies for field missions that are under the management of the OCP NY Desk, in support of the OCP NY Desk Communications Officer and OCP NY Desk Manager.


Assists the OCP Deputy Medical Director and members of the Medical Support Unit in devising communications strategies, policies, and activities to advance the objectives of the delegated medical dossiers (currently, antibiotic resistance/infectious diseases, tropical medicine, diarrheal diseases, and health information systems).


Works with the decentralized positions of Epicentre, and other satellites, to develop communications strategies, policies, and activities aimed at deepening the understanding of the general public, donors, prospective field staff, and key strategic audiences (e.g. public health experts) of MSF’s operational field research.


Maintains regular contact with North American office of the Drugs for Neglected Diseases initiative (DNDi) to coordinate public communications activities, when appropriate, related to the R&D of neglected diseases and access to therapeutic products.


Oversees the organization of public conferences and speaking events that present MSF’s field activities, explain MSF’s medical-humanitarian values and principles and support field operations and Access Campaign advocacy messages.


Participates as a core member of the MSF-USA Crisis Cell (composed of the Executive Director, Communications Director, and Field HR Director, and other staff as needed), and develops, maintains, and executes crisis communications strategies related to critical incidents (e.g. abduction of MSF-USA field staff; medical evacuation of MSF-USA field staff; breach of confidential donor data; financial malfeasance).


Working through the MSF-USA Crisis Cell coordinates, as appropriate, with responsible Operational Center CMT in the management of critical incidents affecting MSF-USA field staff. 


 Coordinates – when requested - MSF’s international communications during crises, sometimes from the field and Access Campaign events.


MSF Network Internal Communications & Coordination


Maintains contact and fosters relationships with the Communications Directors of all Operational Centers and the International Office


Actively contributes to the elaboration and implement of DirCom5 priorities.


Media Relations


Supervises the Media Relations Director who directs the strategic planning the strategic planning for, and collaborates in the implementation of media activities that target US audiences, US-based media with an international focus, and worldwide English-language  media with messages that bear witness to MSF field activities and support our advocacy messages.



Ensures that the Media Relations Unit assists and coaches MSF staff and field staff, BoD and BoA members with preparation for media interviews, public speaking engagements, presentations, and preparation of articles and/or opinion pieces  for publication.


Develops and maintains high level contacts – particularly with editors --  and relationships with domestic and international media representatives to create opportunities for keeping MSF in front of public.


Develops ideas and opportunities for feature articles, interviews, presentations, and other public relations activities that promote awareness of MSF, its field work and advocacy efforts.


Researches and pitches stories to media on MSF personnel and projects.


Writes and distributes press releases in conjunction with international communications network


Maintains database of public relations contacts.


Public & Internal Events


Supervises the Public & Internal Events Manager who directs and oversees the strategic planning, including the development of themes and selecting target audiences in the US, for speaking events and/or special exhibits that bear witness to MSF field activities and support MSF’s advocacy messages.


Supervises the Public & Internal Events Manager, Association Coordinator, and OCP Association Communications Officer, who develop strategies and activities to foster critical reflection and debate within MSF-USA via debates, brown bag lectures, and other forums.


Supervises the Public & Internal Events Manager who leads the development of public engagement strategies through the creation and execution of offline (e.g. panel discussions, film screenings, exhibitions) and online (e.g. webcasts, Reddit AMAs) activities


Working with the Association Committee of the MSF-USA Board, supervises and supports the Association Coordinator (including the recruitment of additional staff to the rotating pool) in the achievement of Associative objectives.


Working with the OCP Association Coordinator, supervises and supports the OCP Association Communications Officer in the development of content and activities to foster debates on and awareness of operational issues and associative challenges.


Oversee the Guides and advises on the preparation and presentation (content and logistics) of public education projects.


Editorial Development


Supervises the Editorial Director who plans, coordinates and directs editorial activities and workers engaged in selecting and preparing material for print and electronic publication in MSF newsletters, annual reports, MSF-USA website, social media channels, and related publications.


Confers with department heads, MSF network and web and print publications staff to formulate policy.


Directs and oversees content, architecture, implementation, visual design and functionality of the “doctorswithoutborders” website.


Reviews quality of final print or electronic product before release.


Medical & Access Communications


By co-supervising the Medical Editor, ensures the development of medical publishing strategies aimed at sharing MSF’s operational research through peer-reviewed scientific journals, medical blogs, and scientific forums.


Supports development and implementation of communications strategies to achieve Access Campaign priorities both internationally and in the US.


Brand Management & Trademark Protection


Supports the Executive Director, Executive Officer, and legal counsel, to ensure the protection of the “Without Borders” trademark.


Evaluates costs and benefits of licensing the MSF trademark for use in films, documentaries, or other channels in the US, and presents these requests and risk assessments to the Executive Director for approval. 


Ensures the regular monitoring of the perception and awareness of MSF’s identity and principles among the US public, donors, and opinion leaders through the execution of public opinion polls




Collaborates with the Development Director to develop and ensure effective implementation of strategies and approaches to achieve five-year fundraising goals


Works with the Development Director to ensure ethical practices consistent with MSF’s humanitarian principles and internal policies in all fundraising activities


Works with the Development Director to develop, maintain, and implement MSF-USA’s corporate gift acceptance policy, including the critical evaluation of corporate or other fundraising opportunities that fall within “grey zones” of existing gift acceptance policy


Ensures that information and messages in all fundraising collateral is accurate and coherent with MSF’s actual medical humanitarian programs, advocacy positions, and ethical standards (e.g. photo guidelines, patient confidentiality)


External Relations with Other Humanitarian Organizations


Develops and maintains contacts with Communications Directors counterparts from other humanitarian and relief organizations; US government agencies; UN and other multilateral bodies based in US.


Web Team (CMS Project)


Supervises the Web Manager who oversees a four-person team that maintains and develops the CMS Platform, which currently supports the websites of MSF-USA, MSF-UK, MSF-Canada, MSF-Ireland, MSF-Czech Republic, and MSF-Italy, as well as the website of MSF operations in  Myanmar. By the end of 2015, the Platform will also support the websites of the MSF-Belgium, MSF-Luxembourg, MSF-Mexico, and MSF-International.


Supervises the Web Manager in the development of the annual budget for the CMS Platform, and coordinates with the Communications Directors of the participating sections and offices.


Works with the MSF-USA Finance Director in development of cost-sharing models and rebilling to participating sections and offices. 




Leads team to create annual communications plan and budget, and guides and oversees implementation. Analyzes activities, costs, and operations to determine department progress toward stated goals and objectives.


Plans and implements MSF USA's communications strategies, policies, and procedures.


Confers with Executive Director and other administrative personnel to review achievements and discuss required changes in goals or objectives resulting from current status and conditions.


Coaches team in defining implementation strategies for annual goals and objectives


Appoints, leads, conducts yearly performance evaluations , and manages communications staff.


Delegates authority, consults with and guides staff to achieve goals.  Provides ongoing feedback in a context of mutual respect.

Attends monthly staff meetings and several annual office-wide debates to participate in information sharing across all departments, and to keep staff informed on important MSF topics so they will be able to contribute to the organization’s ongoing development.





Participates in formulating communication strategies and carrying out communications activities to increase awareness of MSF’s activities and concerns, expertise and values through the media, speaking events, internal publications, via intensive contacts with other MSF sections, the field teams and via representation on international and OCP communications platforms.


Reviews and selects materials produced by others in the MSF network for adaptation and use in the US and/or internationally.



  1. Supervisory Responsibilities:


Manages four  subordinate supervisors (Media Relations Director; Editorial Director; Public & Internal Events Manager; Web Strategist & Manager ) who supervise eleven  employees and special project personnel as needed, plus four  senior level staff co-supervised with other managers (Medical Editor, OCP NY Desk Communications Advisor, Association Coordinator, OCP Association Communications Officer ) and an Assistant, all of whom may supervise and/or coordinate the work of office volunteers, interns and/or Work Study students.  Is responsible for the overall direction, coordination, and evaluation of these areas. Carries out supervisory responsibilities in accordance with the organization's policies and applicable laws. Responsibilities include interviewing, hiring, and training employees; planning, assigning, and directing work; appraising performance; rewarding and disciplining employees; addressing complaints and resolving problems.



IV.       Fiscal Responsibility


Develops departmental budget for review and approval by Executive Director and the Board of Directors.  Implements, controls and reviews approved departmental budget, in accordance with MSF’s policies and procedures.  Responsibilities include quarterly budget review and revision, signing and administering departmental contracts, reviewing and signing off on others’ purchase orders, expense reports, credit card reports, and timesheets, and managing own credit card.  Is one of the signatories for MSF USA financial documents.


  1. Extent of Public Contact



Regularly represents MSF to external contacts, including senior representatives of the media, policy makers, and other NGO’s regarding complex and/or sensitive subjects.  Within the MSF movement, the Director interacts with all levels of staff, field volunteers and Board to strategize, plan, and coordinate, as well as to stay abreast of MSF issues and to research topics.



  1. Physical Demands


While performing the duties of this job, the employee is required to sit for long periods and to concentrate on work, including typing, and turn out heavy volumes of work accurately, within the context of a moderately noisy office with many interruptions.  Must be able to proofread own work accurately so that only minor corrections are needed on an infrequent basis.


To travel to the field (usually in the developing world), the employee must attest to physical fitness to endure physically difficult, high stress situations which may include the necessity to walk long distances, carry a backpack or other equipment of up to 50 pounds, to ride long distances over very poor road conditions, to eat a limited diet and/or to reside in potentially uncomfortable housing or tents.

  1. Working Conditions, Travel and Environment

eHealth Training Coordinator


Doctors Without Borders/Médecins Sans Frontières (MSF) is an internationally recognized non-profit organization whose mission is to provide aid to people whose survival is threatened by violence, neglect, or catastrophe, primarily due to armed conflict, epidemics, malnutrition, exclusion from health care, or natural disasters. MSF provides independent, impartial assistance to those most in need. MSF reserves the right to speak out to bring attention to neglected crises, to challenge inadequacies or abuse of the aid system, and to advocate for improved medical treatments and protocols.

MSF currently operates activities in 30 countries with a wide spectrum of programs. The Medical Project Unit in MSF-USA - New York is part of the Medical Department of Operational Cell – Paris and provides technical support for: Tropical Medicine, Infectious Diseases, Environmental and Surgical Epidemiology as well as eHealth/Medical Informatics. The eHealth Project is being newly organized to provide an effective mechanism for rapid system analysis and development decisions that can efficiently bring to scale cross-MSF integrated health information platforms.  Through this process, the eHealth Project aims to strengthen programs, support quality improvement and program evaluation, and improve the care we deliver to our patients, in addition to contributing to “temoignage” and scientific research. 



OCP has identified and piloted a new health information system which will be deployed throughout all OCP headquarter offices, country coordination and field projects. The overall objective of the eHealth Project is to provide a health information system which will allow medical data to be more efficiently accessible and accurate within the organization.  Training has been identified as a key factor of success of this project. The main objective of training is to design and scale up end user training and competencies of the new health information system and facilitate integration of the system into relevant areas of the other training initatives.



The main function of the eHealth Training Coordinator is to develop and implement the training and learning strategy of the eHealth Project under the overall guidance of the eHealth Project Manager.  Specifically the responsibilities include:

Development of training courses, materials and other initiatives (50%)

  • Designs training framework for OCP health information system users at headquarters
  • Design and develop, together with subject matter experts, learning content and resources (Manual, Job Aids, Training Materials, Community of Practices, etc.) which will allow the effective and continuous knowledge transference.
  • Development of training materials and standard operating procedures to improve HIS functioning and use, including class room training and on-the-job approaches
  • Lead assessments to evaluate key HIS domains (including resources, indicators, data sources, data management processes, and use of information) 
  • Coordinate with externals providers the production of training materials, as needed
  • Facilitate the integration of the eHealth tools into ongoing and routine trainings at OCP with the OCP training department


Facilitation of end user training (50%)

  • Organize and carry out the delivery of one-on-one and group trainings for identified end users on the new system
  • Engage with operations end users to create project specific dashboards and reports
  • Train headquarters users for formal and informal learning actions.
  • Participate in the evaluation of the learning aspects at various phases



  • Bachelor’s Degree with at least 5 years of relevant work experience required; Advance degree (MPH, MS, MIS, MA, other) in public health or related fields such as health systems or health information is preferred.

Part-time Receptionist (with benefits)

The New York Office of MSF is seeking a part-time Receptionist for the morning shift to work at the front desk and operate a multi-line telephone system to answer incoming calls and direct callers to appropriate personnel. S/he will also support all other Office Services functions as required.


  • Answers incoming telephone calls, determines purpose of calls, and forwards calls to appropriate personnel or department
  • Welcomes on-site visitors, determines nature of business and announces visitors to appropriate personnel
  • Assists in updating office-wide calendars and helps maintain conference room scheduling
  • Retrieves and routes incoming faxes
  • Performs other clerical duties as needed, such as filing, photocopying, and collating
  • Performs general office services duties such as maintaining common areas and setting up conference rooms


  • Strong interpersonal and communication skills, including ability to create a welcoming presence for our visitors and staff
  • Ability to screen incoming calls and visitors with discretion and judgment
  • Ability to read and interpret documents such as safety rules, procedure manuals, etc.
  • Basic computer literacy, including the ability to use word processing, email and spreadsheet software
  • Associates degree (A.A.) plus two years related work experience; or equivalent combination of education and experience

Schedule:            Monday – Friday              8:45 AM – 1:00 PM         

Starting wages:  $24-$25/hour with occasional opportunity to work additional hours.  Excellent benefits including health insurance and paid vacation.

Web Developer

Doctors Without Borders/Médecins Sans Frontières (MSF) provides assistance to populations in distress, to victims of natural or manmade disasters, and to victims of armed conflict, irrespective of race, religion, creed or political convictions. When medical assistance is not enough to save lives, MSF will speak out against human rights abuses and violations of humanitarian law its teams witness while providing medical relief.

MSF is currently seeking a Drupal Web Developer for a fulltime six month contract role, with the possibility of transitioning into a full time staff position (with full benefits) after the contract period. The Web Developer will work as a part of the MSF Web Team, an international distributed team responsible for MSF’s Web presence and overseen by management (Director of Communications and Web Project Manager) at MSF's New York office. This position requires regular onsite presence, based in any one of MSF's country offices in North America or Europe, but for the right candidate could transition into a primarily remote position after the initial contract period.



Working as a member of the MSF Web Team, the Web Developer is responsible for the maintenance, ongoing growth, expansion of functionality, and support of the MSF Drupal content management system and international country site Web platform, MSF Association multisite Web platform, and a host of other smaller internal and external MSF Web sites.

Duties include, but are not limited to:

● Develop migration scripts for moving older sites onto the Drupal platform

● Perform sitebuilding activities, including creating and modifying content types, views, contexts, and blocks

● Develop and troubleshoot custom modules for the Drupal platform

● Install, test, and debug contributed modules

● Evaluate designs and wireframes for potential development issues

● Update and upgrade Drupal to solve performance and scaling issues

● Install and maintain mini sites in different server/hosting environments



● serve as an internal Drupal and Web support agent on the Web Team’s support helpdesk, providing assistance to MSF's international web and editorial network

● make suggestions on content and the creation of newly planned Drupal sites



● Contributes technical knowledge to the MSF Web Team to help determine and implement key objectives and achieve specific goals for MSF on the Web

● Participate in and assist in the moderation of all regularly schedule Web Team group meetings and conference calls


Required Skills:

● Advanced PHP, SQL, and JavaScript (jQuery) skills

● Advanced Drupal 7 site building skills

● Theming/CSS experience

● Experience building custom contributed Drupal modules to extend functionality on any Drupal site using Drupal’s Hook API

● Experience with Git and version control and source code management (SCM) systems

● Experience with advanced Drupal tools, including Drush, Features, CTools, and Panels

● Ability to accurately estimate work required for Drupal development tasks


Preferred Skills:

● Knowledge of Cloud Server hosting or Acquia hosting

● LAMP/MAMP environment administration experience

● Participation in the Drupal community and awareness of changes and innovations to Drupal core.

● Experience with Agile/SCRUM methodology

● Advanced understanding of Google Analytics and performance measurement

● Experience with Content Delivery Networks (CDNs)


Additional Requirements:

● 2+ years of professional Web development experience with Drupal sites, plus Bachelor's degree, or equivalent combination of education and experience.

● Outstanding, proven time management and organizational skills, keen attention to detail.

● Ability to work independently, move projects from conceptual stages to launch, and handle multiple and often competing deadlines.

● Ability to communicate effectively


Contract Conditions:

6 month contract; possibility of converting to full time (with full benefits) after contract period


Permanent Position Conditions*:

● Salary – high 60s to low 70s USD, commensurate with experience
