eHealth Training Coordinator

ORGANIZATION PROFILE

The Medical Project Unit in MSF-USA - New York is part of the Medical Department of Operational Cell—Paris and provides technical support for: Tropical Medicine, Infectious Diseases, Environmental and Surgical Epidemiology as well as eHealth/Medical Informatics. The eHealth Project is being newly organized to provide an effective mechanism for rapid system analysis and development decisions that can efficiently bring to scale cross-MSF integrated health information platforms. Through this process, the eHealth Project aims to strengthen programs, support quality improvement and program evaluation, and improve the care we deliver to our patients, in addition to contributing to “temoignage” and scientific research. 

PURPOSE OF THE JOB:

OCP has identified and piloted a new health information system which will be deployed throughout all OCP headquarter offices, country coordination and field projects. The overall objective of the eHealth Project is to provide a health information system which will allow medical data to be more efficiently accessible and accurate within the organization. Training has been identified as a key factor of success of this project. The main objective of training is to design and scale up end user training and competencies of the new health information system and facilitate integration of the system into relevant areas of the other training initiatives.

ESSENTIAL FUNCTIONS AND RESPONSIBILITIES:

The main function of the eHealth Training Coordinator is to develop and implement the training and learning strategy of the eHealth Project under the overall guidance of the eHealth Project Manager. Specifically the responsibilities include:

Development of training courses, materials and other initiatives (50%)

  • Designs training framework for OCP health information system users at headquarters
  • Design and develop, together with subject matter experts, learning content and resources (Manual, Job Aids, Training Materials, Community of Practices, etc.) which will allow the effective and continuous knowledge transference.
  • Development of training materials and standard operating procedures to improve HIS functioning and use, including class room training and on-the-job approaches
  • Lead assessments to evaluate key HIS domains (including resources, indicators, data sources, data management processes, and use of information) 
  • Coordinate with externals providers the production of training materials, as needed
  • Facilitate the integration of the eHealth tools into ongoing and routine trainings at OCP with the OCP training department

Facilitation of end user training (50%)

  • Organize and carry out the delivery of one-on-one and group trainings for identified end users on the new system
  • Engage with operations end users to create project specific dashboards and reports
  • Train headquarters users for formal and informal learning actions.
  • Participate in the evaluation of the learning aspects at various phases

QUALIFICATIONS

  • Bachelor’s Degree with at least 5 years of relevant work experience required; Advance degree (MPH, MS, MIS, MA, other) in public health or related fields such as health systems or health information is preferred.
  • Demonstrated ability and experience in:
  • Assessing training needs
  • Designing & writing training programs using active, experiential adult learning principles
  • Facilitation of semi-structures workshops and on the job training
  • Knowledge of e-learning design and delivery
  • Fluent written and spoken English and French required
  • Familiarity with DHIS2 preferred

ERP Project Manager

Position background

MSF USA is embarking on a wide project of design, development and integration of Fundraising / Development, Finance, Communications, HR, and other systems and processes in its NY office.

The primary goal of this investment in technical support infrastructure is to build an enterprise-level resource management system where all business applications are integrated and operate in automated fashion without relying on periodic and manual data updates. 

The ERP project is in its very early stages and entering in the project preparation phase.

Purpose of the Role:

Reporting to the Director of IT, the ERP Project Manager is responsible for ensuring the successful design of all key business processes, the delivery of the high level documentation of the processes and infrastructure components (current & target states) and the Gap Analysis. S/he will be also responsible to compile all requirements and prepare a draft Request for Proposal (RFP) to be used to identify prospective vendors for integrated business application development and implementation.

S/he will liaise with business process owners, key users and subject matter experts (internal and external) and will prepare and present project progress reports to the ERP Steering Committee.

The Program Manager will have overall responsibility for the achievement of the deliverables within the timeframe and budget and within established quality-levels, according to the project objectives.

Key Tasks and Accountabilities:

  • Ensure that program deliverables and outcomes are executed on time, on budget, and on quality.
  • Create and document the taxonomy of the key business processes used to support the business goals.
  • Ensure that Current State (CS) process flows are documented and process flow diagrams are designed and / or updated, including ad hoc processes and areas of unmet needs.
  • Design the Target State Process Flow Diagrams (TS). This documentation will capture the relative priorities of the business processes and their alignment with Organization’s goals. The project manager will ensure the rationale and best practices behind the future business processes and its coherence and alignment to the needs and strategies of the Organization.
  • Design a Functional Architecture diagram and technical Component Diagrams, documenting the technical functions required to support the business processes. The Project Manager will also design a Data Model.
  • Identify a set of business performance measures that can used to gauge the relative performance of the most critical processes, including baseline data for the current state.
  • Deliver a comprehensive set of Business Requirements for ERP Steering Committee review and approval .The requirements must be specified to a level of detail that the solutions provider can reasonably estimate the software and effort required to successfully implement the project.
  • Derive a Gap Analysis that specifies the needed changes to realize the benefits of the target state in a useful and orderly manner. Define the business value proposition of the target state systems and technology.
  • Prepare a draft RFP for ERP Steering Committee approval.
  • Define the project quality principles and support the ERP Steering Committee in the definition of the project KPIs.
  • Liaise and coordinate with other concurrent projects in MSF (within the MSF USA office and with other relevant projects in the Movement), when relevant for the project scope and needs.
  • Ensure full transparency, according to the project governance and MSF USA project management standards.
  • Collaborate with internal and external stakeholders to achieve the desired outcomes.
  • Manage overall communication and reporting plan with stakeholders and end users including information gathering workshops; designing form the very beginning change management activities in each business area and manage the expectations of the stakeholders.
  • Facilitate executive decision making by the ERP Steering Committee by: Progress reporting, Issue management, risk management, and reporting process for the project.

Supervisory Responsibilities

  • Carry out supervisory responsibilities in accordance with the organization's policies and applicable laws. Responsibilities include planning, assigning, directing work, appraising performance, and providing feedback, as well as interviewing, hiring, and training primarily unpaid staff, rewarding and disciplining employees; addressing complaints and resolving problems.

Fiscal Responsibility

  • The Project Manager will be responsible to manage the budget for this phase of the project, ensuring a close budget follow up and the fiscal responsibility of related vendors. Has access to Fundraising, Financial, HR and other key data of MSF USA.

Extent of Public Contact

  • Act as primary point of contact for all project related activities, requiring ongoing exchange of information with internal and external stakeholders, and resolving issues as they arise. 
  • Regularly interact with all levels of staff across all departments.

Qualifications

We are looking for an enthusiastic candidate who has solid experience in leading and managing complex ERP projects. A successful candidate will have at least 2 years’ experience as a program or project manager of which leading and managing a team is an important part. They will be required to have a good understanding and experience of systems transformation and process integration.

The candidate will have strong communication and stakeholder management skills as well as a service-oriented attitude. The candidate should have extensive experience in defining risks for project failure, identifying ways to mitigate risk, and a solid working knowledge of Agile and other iterative software development methods.

Required:

  • Minimum five years directly relevant work experience required, plus a Bachelor’s degree in business, IT or related area, or equivalent combination of training and experience.
  • 2 years’ experience as a project leader backed up by project management certification.

Infectious Disease/Antibiotic Resistance Specialist

INFECTIOUS DISEASE/ANTIOBIOTIC RESISTANCE SPECIALIST

When medical assistance is not enough to save lives, MSF will speak out against abuses its teams witness while providing medical relief.

The Medical Department is seeking an ‘Infectious Disease Specialist’ to enhance MSF’s ability to treat and prevent infectious diseases, specifically drug resistant bacterial infections in vulnerable patients, as part of our continuous efforts to improve and broaden the quality and effectiveness of medical care.  This collaborative effort will be guided by the Deputy Medical Director in the US, who is a member of the senior management of the medical department of Operational Partnership Paris (“MSF OCP”), under the direction of the Medical Director.

There has been increasing concern over the issue of antibiotic resistance worldwide and mounting questions as to whether MSF doctors are using effective antimicrobial prescribing practices in the field. The majority of the millions of outpatients and thousands of inpatients treated by MSF each year receive antibiotics, so while there is already substantial expertise, in house, on specific IDs, such as TB, there is a need to focus more specifically on, inter alia, on the regional etiology of and antibiotic resistance patterns in bacterial infections of the blood stream and soft tissues (including burn wounds and post-operative sites), as well infections that threaten vulnerable patients such as neonates, the severely malnourished, and the immunosuppressed.

The Infectious Disease Specialist will be a member of the Medical Unit in New York, and as such a member of the Medical Department of MSF OCP: as the reference person on ID antibiotic resistance (“ABR”) issues, he/she will be expected to lead the on-going development and evolution of operational strategies to confront complex infections and antibiotic resistance as part of a multi-disciplinary team within the MSF OCP medical department.  This work will include support to operations to devise and monitor implementation efforts, as well as contributing to the operational research agenda that investigates both the extent and nature of the issue in the contexts where we work but the effectiveness of the responses that MSF employs.  The successful candidate will be expected to keep abreast of specialized literature, develop links with external medical expertise and work on MSF medical publications when appropriate. As part of the MSF-USA Medical Unit, s/he will also support the NY operational Desk and “Desk Doctor” in their work guiding field operations and otherwise participate in MSF-USA activities, as needed, and tap into available international expertise (NGO’s, academia, MSF-USA office and field staff etc) when appropriate. 

While this support is initiated at the request of the MSF OCP operational and medical departments, as with other positions in MSF-USA, the entire MSF movement benefits for this position and will involve working in an international MSF antibiotic resistance group as well as occasional ad hoc consultations on the part of other sections. 

The main responsibilities of this new position include (1) reviewing and developing antimicrobial protocols for specific contexts, based on patient type (neonate, surgical, burn wound, etc), likely etiologic agent, and local resistance patterns, if known.  (2) patient-specific consultations upon request directly from the field or via telemedicine in those with complex infections or clinical conditions, (3) evaluating need of and requests for late generation antibiotics given individual bacterial resistance pattern (4) operational research that furthers the knowledge base for antibiotic resistance and its treatment and prevention within MSF and for the medical community at large, and (5) liaise with MSF’s Access to Essential Medicines Campaign to develop advocacy messages and strategies for improved diagnostics and therapeutics for microbial infections..

Position responsibilities:

  • Continue with further refinement (as needed) and implementation of the MSF OCP Antibiotic Resistance Roadmap
    •  Participate as a principle representative of the antibiotic resistance team in the MSF OCP medical department, in collaboration with the lab, microbiology, and hygiene specialist members of this department, all of whom are supervised on this specific issue by a deputy medical director of the MSF OCP medical department.  He or she will also be working closely with the medical department’s pediatric specialists (based in Sydney) as many life-threatening bacterial infections occur in this age group.
    • Oversee and animate the implementation of antibiotic stewardship programs within appropriate clinical sites in MSF OCP projects, including providing support and supervision of antibiotic resistance implementation officer(s) and field-based antibiotic stewardship teams.
  • Review protocols and efficacy of antibiotics used in management of key bacterial infections and patient groups especially neonates using published data or that generated by local microbiologic testing.
    • Review and propose amendments (or creation) of internal ID related guidelines
    • Identify effective treatment options for infectious agents commonly encountered in the field (particularly bacterial infections) and their predominant resistance patterns.
    • Provide updates of MSF’s therapeutic guidelines concerning use of selected drugs.
  • Support to the Medical Director and Pharmacists in drugs selection
  • Operation /Field work
    • Visit field projects in order to get a better understanding and provide practical and operationally sound, hands-on advice on ID and AR issues (min. 3 field visits/year).
    • Recommend changes to program directions or adjustments in intervention methods, due to changes on the ground for review and approval.
    • Ensure appropriate and adequate circulation of medical information between the field and HQs via the medical department or a specific desk

 

  • Conceive and contribute to the development of concept notes and protocols for operational research that includes, but is not limited to, improved empiric antibiotic strategies, effectiveness of antibiotic stewardship strategies, antimicrobial resistance surveys and their role in defining antibiotic protocols, antibiotic resistant databases, algorithmic diagnosis of and response to fever, infection prevention strategies, etc.
  • Liaise with the Access Campaign as necessary on ID drug issues
  • Review specialized literature and keep up-to-date on medical issues in the ID and ABR field
  • Develop links with centers of expertise/knowledge in the ID field (CDC, WHO, academia, etc) to benefit MSF’s field programs, and represent MSF at relevant meetings/congresses
  • Develop publications on medical issues, in the field of ID
  • Share information and provide advice on ID to other operational MSF sections
  • Develop and strengthen a medical network among MSF-USA returned field workers
  • May be called upon to lead modules at training sessions organized by MSF-USA and by MSF OCP, especially those regarding MSF’s medical policies, with natural emphasis on ID AR.

Qualifications:

  • Medical doctor with formal Infectious Diseases specialty training
  • Experience with a hospital antibiotic stewardship program is preferred
  • Minimum 2-5 years medical field exp. in developing countries, preferably with MSF
  • Excellent communication skills in English (written and oral); French (oral) is preferred.
  • Demonstrated ability to work on projects with a wide variety of participants, and to facilitate dialogue and share information among all concerned parties.
  • Ability to synthesize and analyze medical data so as to recommend improvements to field practice and draft implementation plans for adopting changes

The Web & UX Designer will work as a member of the MSF International Web Team, a distributed strategic and technical team responsible for MSF’s Web presence and overseen by senior management at MSF's New York office. Responsibilities:

HANDS-ON WEB AND UX COORDINATION AND DESIGN (70%)

The Web & UX Designer is expected to play a key role in the global creative direction for the organization, with a focus on understanding and creating appropriate experiences for the various international Web audiences we serve. This role requires excellent interpersonal skills, and the ability to articulate creative decisions and manage internal stakeholders globally. MSF is currently seeking a Drupal Web Developer for a fulltime six month contract role, with the possibility of transitioning into a full time staff position (with full benefits) after the contract period. The Web Developer will work as a part of the MSF Web Team, an international distributed team responsible for MSF’s Web presence and overseen by management (Director of Communications and Web Project Manager) at MSF's New York office. This position requires regular onsite presence, based in any one of MSF's country offices in North America or Europe, but for the right candidate could transition into a primarily remote position after the initial contract period.

Responsibilities:

DRUPAL DEVELOPMENT AND DRUPAL SITE BUILDING (70%)

Working as a member of the MSF Web Team, the Web Developer is responsible for the maintenance, ongoing growth, expansion of functionality, and support of the MSF Drupal content management system and international country site Web platform, MSF Association multisite Web platform, and a host of other smaller internal and external MSF Web sites.

● Develop migration scripts for moving older sites onto the Drupal platform
