MEDICAL REFERENT for the NEW YORK DESK
The New York Desk is part of the OCP Operational Partnership under the responsibility of the Operations Director in Paris. The NY Desk has been functional since January 2004 and currently manages programs in Haiti, Uganda, Ethiopia, Sudan and South Sudan.
Due to the additional complexities and responsibilities of a Desk in a Partner Section, MSF-France and MSF-USA have agreed to a structure that includes a Desk Manager, Deputy Desk Manager (ARP) and Medical Referent.
Under the general direction of the NY Desk Manager, the Medical Referent is a member of the Operations Department. He/She maintains a functional link with the Medical Department.
The position would be for at least a year.
Position Responsibilities:

To ensure best possible implementation of quality medical projects/operations according to set objectives and MSF guidelines.

Bring specific support to the in-country Medical Coordinators to achieve the medical operational objectives of the Desk

To be the focal point/coordinator between the desk, the medical department and the field (Medical Coordinators , principally, and Heads of Mission)

To be the focal point/coordinator between the desk and Epicentre referents in Paris

With other members of the Desk, participate in operational discussions over the project portfolio, linking with other departments as necessary
Specific Objectives

To actively participate in the operational building of a project within the desk with the aim of ensuring that operational project decisions are made within a sound medical frame

To actively participate in the writing of (medical) objectives of project proposals – where appropriate in consultation with medical specialists
-
To ensure that adequate and sufficient resources are allocated to reach objectives and medical activities are carried out in a reasonable/responsible fashion

To ensure that specific specialized decisions on implementation of medical activities in (new) projects are taken in consultation with specialists – e.g. no opening of surgical projects without surgical consultation, consultation of nutrition and child-health specialists for nutrition projects etc

To review proposals from medical coordinators in planning of adequate medical resources (human, equipment) to render project feasible together with respective departments (HR, finance, log, medical depts., and field)

To ensure that projects are equipped (awareness, monitoring and material) to follow epidemic context and respond where needed. Again, with consultation of medical specialists (epidemio, vaccination, etc)

To have up-to-date overview and understanding of medical activities of the projects followed by his/her desk. To ensure regular medical reporting by med co’s (weekly, monthly, quarterly or biannually according to context) including completion of data tools. In addition, analysis of project data for ensuring that medical standards and operational objectives are being met.

To give final validation of medical orders (national, international, including food), to give final validation for medical HR

To routinely participate in medical meeting and update medical department on evolution of project on regular basis – and update desk/med co’s on relevant information

To be primary addressee for medical briefing (and debriefings) of project staff, including staff health – and to include medical department specialists where appropriate (particularly with med co briefings and filed volunteers on highly technical projects). When not present to delegate responsibility to designated replacement

When participating in operational meetings to update operations dept on specific medical issues in the projects

To propose/participate in meetings on specific subjects developed in his/her projects with the other med referents (med desks) involved in the same thematic and with the specialists (AIDS, surg, vacc …)

Engage in regular (annual or as needed) project visits.

Respond to or seek consultation on specific medical questions coming from the field or coordination.
Qualifications
-
Medical doctor
-
At least 2 years field experience with MSF, ideally within a coordination position
-
Spoken and written English and French
