Health Information Implementation Specialist
Doctors Without Borders/Médecins Sans Frontières (MSF) provides assistance to populations in distress, to victims of natural or man-made disasters, and to victims of armed conflict, irrespective of race, religion, creed or political convictions. When medical assistance is not enough to save lives, MSF will speak out against human rights abuses and violations of humanitarian law its teams witness while providing medical relief.
POSITION SUMMARY:
MSF is seeking to develop a comprehensive Health Information System that can be reliably and effectively deployed across multiple medical operations. This is a multi-year project that has a diverse portfolio of requirements, developments and deployments. The Health Information Systems Implementation Specialist will contribute to MSFs project on development and deployment of global health informatics applications. The first year of the position will initially focus on migrating from the current MSF HIV information system (FUCHIA) to implementation of country supported systems (when possible) in Kenya and Malawi. MSF (when possible) will collaborate with external implementing partners, including respective local governments and funders to customize, implement, and support systems and national standards for systems. During this initial year the position will also participate in additional components, however the focus will be on migration and implementation for HIV projects.
RESPONSIBILITIES:
Project Management

Plan project field implementation, including defining and planning of project tasks, timelines and milestones

Manage implementation-related communication with country-level stakeholders and end users: synthesize feedback from users, create and disseminate status reports

Facilitate initial implementation of the country specific system (coordinate with other implementers, identify site super users/implementers, identify training needs)

Assess scope and undertake work planning for new projects.
Technical Management

Coordinate with technical experts to assure appropriate functional specifications for software.

Facilitate the onsite management of network and hardware systems for the health information components deployed in projects implementing NEW information systems through training and accompaniment of site-based Informatics and IT staff.

Design and implement systems for configuring servers, networking equipment, point-of-care and appliance-type devices, mobiles, and other hardware systems, that can be implemented step-by-step by field-based staff.

Design automated processes for system configuration, software deployment, upgrades, data backups and other routine tasks that work for local and remote systems.

Develop documentation, e.g. functional specifications, technical configurations, etc.
REQUIREMENTS

Bachelor’s degree in information science, computer science, or a related field AND two or more years of professional experience in implementation of information systems.

Broad knowledge of web/internet standards, hardware and software technologies

Knowledge of OpenMRS medical records system (www.openmrs.org) or related eHealth information systems

Willingness to travel internationally 25-45% time.

Strong communication and writing skills; fluency in English (reading, writing, speaking)

Salary – high 60’s to low 70’s commensurate with experience.
