Field HR Assistant


The Field Human Resources Department (Field HR) is responsible for recruitment, selection, placement, and retainment of qualified and well-suited field staff to meet the growing needs of MSF field operations. 


The Field HR Assistant performs administrative functions to support the placement and return of field workers to and from the field, specifically those assigned to Brussels, Amsterdam, and Barcelona operational centers. In addition, s/he supports and provides back-up for the pre-departure administration handled by the Field HR Associate.



  1. Essential Functions and Responsibilities:

Placement Administration (85%)

Is the liaison between assigned Operational Centers (OC) and departing or returning field workers to determine appropriate travel arrangements including finalizing departure dates based on discussion with HRO and visa procurement time frames.

Welcomes returning field workers back to the office. Coordinates briefings and debriefings between field workers and office staff including FHR, HR, Communications, Association, Programs, Development, PSCU and any necessary phone briefings with the OCs.

Keeps briefing schedule current.

Coordinates with field workers to assist with documentation preparation for visas, work permit documentation, general and personal travel expectations, understanding of the travel policy, outstanding expenses, updating information in the database based on work orders and end of mission documents.

Arranges travel and lodging for Field HR department staff, as well as visiting staff from other MSF sections, as needed.

Responsible that all needed medical documentation is completed before booking travel.

Responsible for maintaining most recent address and emergency contact information for field volunteer.

Responsible for maintaining passport photo file and printing passport photos as needed.

Visa procurement (10%)

Arranges all necessary visa documents and follows the documents authentication process for each outgoing field staff in a time-sensitive manner. 

Negotiates with embassies, consulates and missions to facilitate the visa process, as necessary.

Responsible for maintaining centralized information source regarding international visas,  visa services, and country contact information.

Scans and maintains visa and passport records for departing field staff.

Other departmental responsibilities (5%)

Runs EOM report and sends survey emails to international office each month.

Attends weekly and monthly staff meetings, program department updates, and several annual office-wide debates to participate in information sharing across all departments, and stay informed on important MSF topics so as to be able to contribute to the organization’s ongoing development.

  1. Other Tasks

Reviews, codes and submits general departmental invoices (travel, lodging, visas, vaccinations) for processing by Finance. 

Enters and codes monthly travel related expenses into Expense Watch

Implements requests for volunteers to receive vaccinations, medical screenings, visas etc. Assists volunteers to submit expense reimbursement forms. 

  1. Extent of Public Contact

Regularly greets volunteer candidates and assists them throughout their departure and return from the field.  Works directly with hotel, travel and travel clinic vendors, as well as relations with State Department, consulates, etc. to obtain visas and other required documentation.

While performing the duties of this job, the employee is required to sit for long periods and to concentrate on work, including typing, and turn out heavy volumes of work accurately, within the context of a moderately noisy office with many interruptions.  Must be able to proofread own work accurately so that only minor corrections are needed on an infrequent basis.

Infection Control Specialist


The Medical Unit in MSF New York is part of the Medical Department of Operational Center – Paris (OCP) and provides technical support for: Tropical Medicine, Infectious Diseases (including antibiotic resistance (ABR), medical article writing and publication and special projects, such as the Febrile Illness Diagnostic Program (FIDP).



MSF and in particular OCP, is committed to providing hospital-based secondary and tertiary care to those ill and injured across the range of the organization’s mission contexts. For instance, surgical and neonatal programs are a major component of our hospital activity, MSF OCP leads the MSF movement in the number of surgical acts performed annually.  In our projects in Africa, the Middle East, and the Caribbean, MSF performs life- and function-saving surgery for war- and accident-trauma. Additionally, MSF OCP assisted more than 60 000 births and admitted 12 000 newborns for in-patient care in 2016, being the newborns a particularly infection-susceptible population with known high mortality rates if their infections are not properly treated.

Infections of soft-tissue, bone, and bloodstream acquired either prior to hospitalization or in-hospital are a major challenge to the successful outcome for these patients, particularly considering the global problem of ABR.  In recognition, MSF has made ABR a focus of operations, policy, and advocacy.  The MSF OCP medical department has created a multi-disciplinary team to address ABR in its operations, including an infectious disease specialist, a microbiologist and an epidemiologist.  For 2018, MSF OCP will finalize its 2018-2021 ABR roadmap (a model for MSF as a whole) which will focus on 4 pillars: antibiotic stewardship, infection control, the microbiologic identification of the etiology and drug-resistance patterns of the principle life-threatening infections encountered in our patient populations and operational research.  In 2018, the ABR team will be based primarily in New York and an Infection Control Specialist (this role) will be added to provide expert support.



Essential Functions and Responsibilities

·         Within the ABR OCP roadmap goals, the infection control specialist will establish a framework for the policies and procedures of hospital-based infection prevention and control (IPC), focusing initially on hospital care.

·         The incumbent will be responsible for issues relating to IPC, including sterilization (quality of materials used by MSF, definition of standards, procedures and implementation) and the selection, procurement and use of material for it (hygiene and sterilization products, medical equipment)

·         In collaboration with other medical department referents: review and update current MSF OCP IPC policies and recommended practices, adapted to the context and specific activities of our hospital-based projects. This will include: minimum standards required of all hospital structures, which may include everything from ward layout, cohorting of patients, wound care practices, hand hygiene, barrier practices, hospital environment sources of pathogenic bacteria, etc. 

·         Mapping of IPC in our projects and evaluation of IPC needs

·         Make regular field visits to implement and evaluate performance of hospital IPC activities, sterilization and hygiene practices including working with hospital managers and operations to evaluate isolation/contact precautions capacity in existing and planned hospital structures that have microbiology capacity for IPC of patients with multidrug resistance (MDR) pathogens.

·         Work with surgeons, infectious diseases’ specialists, the pharma team and others to develop standard case definition for hospital-acquired tissue infections. 

·         Work with the medical department ABR team to define the roles and responsibilities and training needs of personnel to establish, monitor, and reinforce basic infection control practices appropriate for all MSF OCP hospital structures as well as in specialized hospitals, contribute to the description and function of a multi-disciplinary hospital “ABR team” that coordinates and collaborates on microbiologic identification of antibiotic resistant organisms and antibiotic stewardship personnel to promote appropriate use of antibiotics.  In addition, contribute to training materials for infection and ABR control adapted to OCP hospital levels and activities. 

·         Briefings and debriefings of expatriates going and coming from relevant missions

·         Respond to field queries about questions on hygiene sterilization, IPC including identification and control of hospital outbreaks of ABR.

·         Participation in the activities of the medical department:

Preparation of the annual and/or multiannual plan,

Participation in training,

Support to the HR department for the validation of CVs, volunteer placements in its area of ​​competence

·         Contribute to formulation of operational research questions relevant to IPC, including systematic review of nosocomial infections in resource-limited settings.

Collaborate with IPC-relevant partners, both within MSF including intersectionally and external to MSF regarding IPC in resource-limited settings (implementation, monitoring, evaluation).  In relationship with MSF-USA:

  • Collaborate with the different departments in the NY office (programs, communications, fundraising, field HR, Access Campaign)
  • Participate in different MSF-USA activities: general assembly, info days, webinars, etc.
  • Represent MSF at different conferences, meetings with academia and other NGOs.




·         Medical Doctor, Registered Nurse (RN), Bachelor of Science in Nursing (BSN), Hospital Pharmacist or advanced degree, with formal Infection Control training

·         At least two years’ experience as an Infection Preventionist in an acute care setting or equivalent combination of education and experience.

·         Knowledge of infection prevention control practices and processes.

·         Previous work in or knowledge of the developing country context and understanding of its challenges

·         Ability to work as a team member and interact with broad spectrum of healthcare personnel.

·         Excellent written and verbal communication skills.

·         Strong computer and data entry skills, especially in Microsoft Word, PowerPoint, and Excel.

·         Skilled in organizational behavior and group dynamics.

·         Independent, able to write clearly and succinctly, ready to collaborate as a team.

·         English language fluency required;

·         Ability to travel, spending up to 30-40% time in Paris operational center headquarters and field visits.


·         Experience working in the field with MSF or a similar humanitarian organization.

·         French language fluency. Other languages are an asset (i.e. Arabic)

MSF International is the legal entity that binds MSF’s 21 sections, 24 associations and other offices together (the Movement). Based in Geneva, MSF International provides coordination, information and support to the MSF Movement, as well as implements international projects and initiatives as requested. MSF International also provides administrative support to the MSF Access Campaign.


MSF is embarking on a global HRIS project of design, development and integration of HR systems and processes across 24 MSF recruitment offices.
In the preliminary phase of the project, a feasibility study was carried out, functional and technical requirements defined and a HRIS solution identified. The project is now entering the implementation phase aiming at realizing the solution with SAP HCM / e rec and deploying it in the MSF offices and is enlarging the project team to carry out this international project. This program is called Symphony.


Inside the MSF International Office, you will report to the Infrastructure and Maintenance Coordinator within the Symphony Program Team, you will be based in New York. You will need to actively interact with all MSF HR and IT actors in all sections within your region.


MSF is embarking on a global HRIS project of design, development and integration of HR systems and processes across 24 MSF recruitment offices. The selected global HRIS platform is SAP HR/HCM with e-Rec. Given the high level of data sensitivity and the complexity of MSF organization, the SAP BASIS and Security Officer is a key success factor both in the implementation phase as well as in the future maintenance of the system and therefore requires a full-time position within the team.


•    Understand the business processes and apply knowledge in SAP access management as well as in solving user access issues
•    Understanding of SAP authorization concepts in an enterprise environment (Single/Composite Roles and HCM Structural Profiles, etc.)
•    Participate in roles and authorizations, and user access requirements gathering and documentation
•    Assist in roles and authorizations workshops
•    Responsible for administration of SAP roles and authorizations including segregation of duties resolution, role creation where necessary and maintenance based on business needs
•    Manage the incident, problem and change management processes in the authorizations domain
•    Liaise with the functional and business teams to assist with the ongoing functional support of SAP
•    Work with local HR team to ensure users have adequate roles assigned and can perform their tasks. Also, update and maintain users’ in accordance with changing business needs

As Web Content Coordinator, you will bring the stories of our work, our teams, and the people we serve to our digital audiences in order to raise awareness and funds, drive vital advocacy goals, and recruit staff for our field projects.


The Web Content Coordinator works closely with the Editorial and Marketing Teams to publish, edit, write, track, and update web content using a web content management system (CMS). On any given day you might be formatting first-person stories from staff and patients or medical explainers for the web, routing and fulfilling web content requests from across the organization, or copy editing a page about our emergency response in Syria or Bangladesh to ensure adherence to the MSF digital style guide.


The Web Content Coordinator tracks all web content to ensure it remains accurate and up-to-date, and makes recommendations for edits and revisions as relevant.
